TERMS OF REFERENCE

NATIONAL LEGAL EXPERT ON ELABORATION OF PRTR REGULATION GUIDEBOOK& POLLUTANT RELEASES INTO WATER ESTIMATION TECHNIQUES

Project: “Strengthening capacities for the development of the national Pollutant Release and Transfer Registers (PRTR) and supporting SAICM implementation in two countries with economy in transition: the Republic of Moldova and the Republic of Macedonia”
Title: National legal expert on elaboration of the PRTR regulation guidebook and pollutant releases into water estimation techniques for key PRTR sectors:
Duration: 4 -5 months
Starting date: December 2017
Duty station: Chisinau, Moldova
Counterpart: Ministry of Agriculture, Regional Development and Environment of Moldova

Duties:
The consultants will liaise with EPPO team of experts on estimation techniques and relevant organizations and entitled working on PRTRs. The aim of the assignment is to assist the project team, in particular the PRTR Project team, with the following tasks:
- To elaborate the Guide to facilitate the implementation of the PRTR Registry, that shall be further approved by the Decision of the College of the Competent Authority (MADRM)ю The Guide to Facilitating the Implementation of the Registry should contain in particular details on the following:
a) reporting procedures;
b) data to be reported;
c) evaluating and ensuring the quality of collected and reported data;
(d) indications of the type of data not supplied and the reasons why they were not provided in the case of confidential data;
e) references to internationally agreed methods for emission determination and analysis and sampling methods;
f) indications regarding the parent companies of the operator;
g) coding the activities according to Annex no. 1 of this Regulation and of the legislation on full environmental control
- to conduct an assessment of the methodologies for estimation of the pollutants releases into water for the relevant sectors
- to develop the template for excel data entry on pollutant releases into water, which will be used for design of the on-line reporting tool IS PRTR
- to complement with the relevant information of national guide on estimation techniques for PRTR











Expected Outputs/Outcomes:
- Guide to facilitate the implementation of the PRTR Registry, that shall be further approved by the Decision of the College of the Competent Authority (MADRM)
- assessment of the methodologies for estimation of the pollutants releases into water for the relevant sectors
- template for excel data entry on pollutant releases into water, which will be used for design of the on-line reporting tool IS PRTR
- to complement with the relevant information of national guide on estimation techniques for PRTR

Duration of Employment

The consultant output for the proposed assignment is expected to be executed within the 4-5 months period, starting with December 2017. The expected workload is estimated to 5-8 working days/month.

Reports
The experts will report in Romanian language, in a timely manner to the project manager within EPPO.

Requirements
National PRTR Legal Expert shall have the following expertise and competencies:
- Academic Degree in engineering, environmental science, administration, engineering, environmental economics or equivalent educational background,
- Proficiency in speaking, reading and writing in Romanian , knowledge of English is an advantage
- At least 7 years of experience in the water management sector;
- Proven experience in the field of expertise, including development of the similar tasks
- Working successfully with public authorities including Ministries, regional and local governments, with communication skills that foster cooperation and partnership building
