Environmental Pollution Prevention Office within the Ministry of Environment of the Republic of Moldova announces the recruiting of the team of national experts within the project "Strengthening capacities to implement the Basel Convention by Moldova in fulfilling reporting obligations" (Project Contract No. SAMRS / 2016 / MD / 1/2 /)
Post title: National technical expert on inventory of hazardous waste
Duration: 5 months

Duties:: National technical expert on inventory of hazardous waste will be responsible for the following:
• Establish jointly with the State Ecological Inspectorate list of companies that generate hazardous waste in the country and the formation of the sample of 20% of the companies subject to the inventory of hazardous waste in each sector, and if necessary, supplement the list of enterprises.
• Making visits to selected companies to collect data on hazardous waste generation
• Data verification within my sample of 20% of selected companies in each sector
• Preliminary estimate of the quantity of hazardous waste generated nationally, based on the results of the inventory of 20% of companies selected and subjected inventory
• Complete model of collecting data on hazardous waste generation at national level including the assessment of gaps and elements required for the annual reports by the Secretariat of the Basel Convention.
• Collection of data on hazardous waste generation in 2017 (jointly with IES)
• Verifying the annual reports drawn up by the Basel Convention Secretariat for the period 2010-2016 (together with Slovak Environmental Agency)
• Develop comprehensive proposal to establish a system for collecting data on waste generation and waste management, including evaluation of national documents required for reporting to the Basel Convention.
• Develop proposals to improve the reporting process of the Secretariat of the Basel Convention (According to electronic reporting system) (together with Slovak Environmental Agency)
• Develop proposals for Governmental Decision approving the list of waste
• Develop the necessary elements of track training system at national hazardous waste
Qualification criteria
Technical expert must meet the following minimum criteria:
• University degree in environmental economics or related fields pregnancy;
• Familiarity with the content and process of implementation of various international treaties, programs and initiatives the chemical and waste management, including the Convention on Mercury, Stockholm Convention, Basel Convention, Rotterdam Convention, the Montreal Protocol, UNECE LRTAP Convention, CLRTAP and others
• At least 7 years of experience in advising similar and / or related technical assistance projects
• Getting national reporting processes under different conventions (UNFCCC, CLRTAP, Stockholm, Basel);
• Prior experience in the preparation of studies and technical reports
• Experience in working with businesses / generators of hazardous waste
• Familiarity with the reporting of economic operators on waste generation (as Forms 1 and 2)
• Experience in working with central and local public authorities;
• Knowledge of operating databases and Excel
• Knowledge of English, Romanian and Russian;
• Analytical skills and writing technical reports.
